电zhan地处盐yuan县平chuan镇jing内，在原wu坝取shui口上游约100m的河段上布置取水shu纽、从左岸经an渠和sui洞引水至原平tie电zhan厂qu内的临时cang库附近建厂发zhan，平tie电zhan厂房以上流yu沿河两岸的居min少量用水均取自山泉及支沟，就近、分散解决。故规划河段无防hong、灌gai、航运、供水及piao木要求，无其他bu门规划用水。因此，规划河duan开发任务主要为fa电，兼顾生tai环境用水，无其他综合利yong要求。本工cheng取水shu纽采用了底栏zha型式取水，解决了山xi性河流泥sha和漂浮物较多的问题。取水shu纽是在溢liu坝上设置取水lang道的一种新ba型，布置合理，结构新颖，节省tou资。对山xi性河流，在洪shui期泥sha含量和漂fu物多起到了很少的排sha作用。平川河属于山区多泥sha河流，引水防sha问题突出。为解决好引shui防sha问题，沉sha池布置在平chuan河左岸的阶地上，为冲hong积漂luan砾shi层，结构松散，沉sha池为定期冲sha式曲xian型沉sha池。

The hydropower station, located in Pingchuan Town, Yanyuan County, is built for power generation based on laying water-intaking junction approximately 100m at upstream reach to the former undamed intake place, and diversing water from left river-bank to the site near the temporary warehouse in former Pingtie Power Plant through closed conduits and tunnels. While some domestic water for residents living along both sides of upstream river basin to the Pingtie Power Plant is taken from those mountain fountains and fributaries, which could be solved separately without having to go far. Hence there aren't any demands such as flood control, irrigation, (inland，内河) shipping, water supplying or timber drifting left for the planned reach, nor any planned water-requirement by other departments. Therefore, development works for the planned reach are primarily set for power generation and consideration over ecological and environmental water without other requirements for comprehensive application. The water-intaking junction of this hydroelectric project is applied with bottom-grating intake to solve problems as much silt and floaters in mountain-stream river. And the water-intaking junction is a new (type of) dam to set the water-intaking channels on the overflow dam, with reasonable allocation, novel structure and cost-saving investment. It also functions as desilting (against silt and floaters可要可不要) during flood period. Pingchuan River is a mountainous silt-abundant river and is up against serious issues as water-diversing and silt-proofing, for which desilting basin is laid in terrace on left side of Pingchuan River, a geologic setting in the alluvial fan-formed drilling gravel stratum with loose structure. Such desilting basin is a regularly sand-washing and curved type of desilting basin.
